НEПОВОЉНА ПЕРСПЕКТИВА ИСТОЧНОГ ПАРТНЕРСТВА У ПОЈЕДИНИМ ЗЕМЉАМА „ЕВРОПСКОГ СУСЕДСТВА“

Abstract

У овом раду биће истраживани ограничени политички резултати у домену продубљивања веза између Европске уније и појединих источних партнера. Аутор наводи да у спољнополитичком смислу постоје значајне препреке у продубљивању сарадње као последица заоштрених односа са Русијом, с којом се пролонгира стратешко ривалство које траје од избијања украјинске кризе. Истраживање показује да политичка руководства у Белорусији, Јерменији и Азербејџану настављају да сарађују са Европском унијом у ограниченом обиму, невољни да се одрекну продубљивања веза са другим актерима, попут Русије и Турске, првенствено услед безбедносно-политичких разлога. Захваљујући свом познавању региона, традиционалним блискостима, али и тврдој моћи и развијеним инструментима сарадње, ти актери у наведеним земљама остварују појачано политичко присуство у поређењу са ЕУ. Аутор анализира и концепт суверенизма као важног идејног аргумента у спољнополитичком опредељењу Белорусије. У раду се полемише да опстанак замрзнутих спорова на територијама источних партнера, као и неадекватна улога Брисела у подстицању украјинске геополитичке кризе, делују као елемент одвраћања у правцу других регионалних сила. Аутор закључује да је иницијатива Источно партнерство у свом деценијском раду само делимично допринела зближавању са постсовјетским суседима, и у смислу географског опсега и у домену политичких резултата, и то првенствено на билатералном нивоу.
